It's a BIOS setting - you'll need to set the boot device path and set a BIOS password to prevent a user from changing this. If the BIOS forces the user to only boot from a hard disk, there's nothing Linux can or can not do about it. Note, however, that if a user has physical access to the PC, they also have access to all the data on it. There's nothing you can do to prevent this, but I'm assuming your users aren't going to actually take the system apart.
