You probably need to make sure that su is setuid root. chmod 4755 /bin/su
will fix it.
You should do a verify (rpm -V) on all your installed packages to make
sure that none of them are fouled up. Assuming that the problem is an
accident rather than a deliberate hostile intrusion, then this sort of
check will be adequate to find the remaining problems.
