I've no practical experience, but would give it a few more weeks,
maybe a month.  I've had a $25 photo item from Germany hit US customs.
 That alone was good for another 2 weeks before they asked me for
duties and I explained why it was duty free.  I can't imagine a
package insured for $500 just passing thru customs un-taxed.

As to $500 or $650, I'm probably in the minority but think the seller
is responsible for providing insurance in the full amount.

I've only lost 1 UK ebay transaction so far.  I sent $8 by mail and
never got the products back here (USA).  I don't know if the US cash
never made it thru the mail or the busy seller simply lost track of
the auction.  He was insulted when I asked several months later if he
was re-selling the same items in a current ebay listing.  It was only
$8...
