PEF files are TIFF files with lots of proprietary content. however, that
means that a program that can recover TIFF files will recover PEF files. you
will have to rename them to PEF to get them to work right, and there may
still be bad data in some of them, but most of them should work unless the
card is failing.

I downloaded the file recover software you mentioned, but it does not
appear to recover PEF files so I couldn't test it.
