### What changed
Scope E2E and integration-test matrices for changes under:

Admin registration changes now run the protocol coverage that exercises
client registration:
- E2E: HTTP, Spring Cloud, Apache Dubbo, gRPC, and WebSocket.
- IT: HTTP, HTTPS, Spring Cloud, Apache Dubbo, gRPC, WebSocket, SDK HTTP,
and SDK Apache Dubbo.
The optimization deliberately keeps these existing behaviors:
- all four IT-K8s ingress cases still run;
- K8s HTTP examples still run;
- non-register `shenyu-admin/**` changes still require the full E2E and IT
matrices;
- main CI, CodeQL, and module resolution are unchanged.
### Why
PR #6528 changes only Admin client registration services, but the current
blanket `shenyu-admin/**` rule expands it to every E2E and integration case.
Its latest successful CI run consumed approximately:

For the same change shape, this routing removes only the unrelated portions:
- E2E storage matrix and RocketMQ logging case: about 21.27 runner-min.
- Rewrite and combination IT cases: about 20.12 runner-min.
Expected total: approximately 188.67 runner-min, saving 41.38 runner-min
(about 18%) while retaining protocol-specific registration coverage.
### Verification
The consolidated routing test now covers:
- the exact Admin registration E2E matrix;
- the exact Admin registration IT matrix;
- no storage cases for registration-only changes;
- unchanged four-protocol IT-K8s routing;
- unchanged K8s examples routing;
- full fallback for non-register Admin changes.
