Section 6.2 suggest that when the list of rooms is large, it can be truncated. That is a bit weird and honestly, I think the entire paragraph should be replaced with something saying the client (not the server) should use RSM to limit the size of response. Server forcing RMS to clients that don't even need to support it is so evil..
