There is always the quality assurance justfication for locking down
markets. You see this for example in the health care professions.

There also is always the business reason for locking down markets. You
see this for example in the health care professions.

 So let us be honest here, in the case of phones the business
reason dominates by far. There is concern about liability of course,
But the main reason is control of the market.

The question in this discussion was whether a very strict "compliance"
measure is needed. There are technical reasons for and against it.

WIll the reason for strict compliance be the business reason of helping
with control of the market?

Manufacturers will face competition for the applications that run on
their products, wether they want to or not. 

Forcing users to install multiple copies of libraries, that result in
bloated application size,  will make the device look bad, not just the
installed application.
