[digikam] [Bug 482944] The date is wrong! Digikam appears to be using modified date not the create date despite there being a "date taken" tag in windows properties.

In other words, please use the 8.3.0 pre-release Windows installer. We are near
the final release so it's safe to use as well.

Note: it will be released certainly next Sunday, as i waiting my MacBook
computer back at home after a batteries changes (without this computer, i
cannot build the MacOS package).
