Exactly my point. One needs to rearrange layout on a new, larger screen. We
have a solution for this: storage for each resolution after a manual
rearrangement.

Sarcasm? In this case not. Rather sneaking in my concepts. I was turned down
before to contribute (not my contributions!)
Vector-orientation is a must; we don't want to have to rearrange for minor
changes. And then mapping the vector-image on the pixels (screens will be
pixel-oriented for quite some time!). With tiny screens of high resolution, we
use the ratio of pixels to dpi of the hardware. And we allow the user to add -
like activities - new layouts for other of such ratios. Whenever a previously
unknown appear, we'll use the layout of the closest. With the user being able
to always add another one. 
This finally also solves my longlasting problem with panels and their sizes.
When they take too much space here, and become unmanageably small there. Of
course, including notifications and stuff. 
Add landscape and portrait layout, and we'll attain the level of Android of
almost ten years ago.
