I think this merge request really should be accepted. After living with this
patch for ten days and not having to reorder my icons even once, I must say it
works superbly (and actually scrollbars when there are more icons thatn the
chosen grid supports are quite usable). I really think merging this would mean
a much improved behaviour for a lot of users (remember the 57 users just on
this bug report). @Bharadwaj Raju said  @Nick Stefanov (and @Uwe Dippel ) both
had troubles but neither of them has compiled the patch as can be seen in their
comments:

So I think we have zero reports that this breaks things and at least one report
that this greatly improves things (me). 5.24 was released less then two months
ago, so if we merge this now, we have at least two months to gather reports if
this breaks things in unforeseen ways. However, given how broken this is right
now without this patch, I would be surprised if that was worse than what we
have now. 

My setup is actually fairly complicated, I have:
A) Full HD laptop
B) 4K monitor
C) QHD monitor
D) Full HD projector

I use combinations of 
1) A
2) ABC
3) ABCD (when kde is configuret to turn of BC)
4) AD
(and during testing I tried AB and AC)

Icons just stay where they are. I have them primarily on A. When I put an icon
on B and then unplug it, the icon happily migrates to A. When I plug B back,
the icon goes back to B.
