I suspect what's going on here is that affected people have no systemwide
keyboard layout set (so the system falls back to en_US), and
plasma-login-manager was respecting the value set in
/var/lib/plasmalogin/.config/plasma-localerc in the past, but stopped doing so
in Plasma 6.7.1, instead defaulting to the systemwide value which is empty for
some people.

That could be caused by

or something similar.

Marking as critical because this could lock people out of their systems if
their passwords contain characters not present on an en_US keyboard.
