Because this is the KDE bug tracker, which tracks bugs in KDE software. It can't be used to track system-wide issues, since responsibility for your whole system falls on your OS vendor, not KDE. Which means if anything is trackable on the KDE side, it must be a KDE bug. In this case, it appears that a change in plasma-login-manager may have changed how this pre-existing system-wide issue manifested.
