I also think it is a very strange decision. It can't be that every time I want
to watch a movie, watch YouTube or play a game, that I have to adjust the
display brightness to 203 nits to get proper HDR.

If you really want this to be the way, then at least it should _always_ be
tone/brightness mapped to peak brightness. So the overall content can be lower
or higher brightness, but the peak brightness of the HDR Display should always
be used.

Personally (and every person I have spoken with), I always want HDR content to
use the full and proper range. If someone really wants to decrease HDR
brightness, typically everyone will do this on their TV/Monitor settings, so I
don't understand why that even needs to be handled in kde at all.
