I don't think we need some complex or perfect solution - things like this are
why I made an account here so I can voice my opinion as a user - what we (me
and many others as seen above) is a way to adjust SDR brightness, and a way to
adjust HDR brightness - nothing more or less than that. Perfection is not
required, technically "correct" is not required, close enough and easy to use
is what we want - no one wants to do mathematical equations or constant
adjusting to get things as perfect as possible when we could just be adjusting
a few EASY TO UNDERSTAND values that don't require advanced knowledge or
knowledge limited to the confines of technical threads to understand.

To be absolutely plain and honest - linking SDR brightness to HDR brightness is
extremely narrow viewed, I ask the question "Who wants to be flashed with SDR
content so bright it gives you a migraine just to get the correct brightness
for HDR content?", and the answer is almost nobody. Another question is "What
kind of users would understand that something labeled Maximum SDR Brightness
also changes the brightness of HDR content?", the answer is literally almost
exclusively the people that have seen this thread and I can not make it more
clear that this does not make sense to any end user.
