You're right, nothing is missing for this plugin as it is. Maven 4 runs it as a Maven 3 API plugin, injects `VelocityComponent` through Sisu, and the 4.0.0-rc-7 CI jobs run all ITs green. The gap only appears for a plugin written to the Maven 4 API: its injector does not provide Sisu components such as `VelocityComponent`, which is what the study port in apache/maven#13302 ran into.
