In enforcer-rules, the plexus-utils `StringUtils` calls move to commons-lang3, which the module already declares, and one `join` becomes `String.join`. Every method used (`isEmpty`, `isNotEmpty`, `isWhitespace`, `split`, `strip`, `stripStart`, `stripEnd`) behaves the same in both libraries at the plexus-utils 4.1.0 the build resolves; `isEmpty` there no longer trims. Other plexus-utils uses stay. Part of apache/maven#13309. Verified: `mvn verify -Prun-its` → 156 ITs passed. -- This is an automated message from the Apache Git Service.
