archetype-common and the plugin got their template engine from plexus-velocity's `VelocityComponent`, tuned by a `VelocityConfigurator` hook; Maven 4 DI cannot provide either. A singleton `ArchetypeVelocityEngine` now builds the `VelocityEngine` itself: first the properties plexus-velocity 2.4.0 sets, then the archetype's Velocity 1.x compatibility settings, in the same order as before. plexus-velocity goes from both modules and from dependency management.
