According to 
[DateTool#format|http://velocity.apache.org/tools/devel/javadoc/org/apache/velocity/tools/generic/DateTool.html#format(java.lang.String,
 java.lang.Object, java.util.Locale, java.util.TimeZone)] I'd say it is 
complete enough, right? And yes, that means that the skin developer and doc 
writer are responsible for correct transformation of the date.
