If the experience is similar to java's BufferedInputStream/BufferedOutputStream
then an intermediate buffer should be fine and not degrade performance. Adding
a rate limiter to Directory.createOutput adds another concern there that I
think is better left in a separate class (RateLimitedIndexOutput).
