See below screenshot for how the frontpage now looks, including a new
conditional green section with a link to the important TLP news announcement.
In fact, the green section is dynamic, and will link to the latest news item,
but only if that item is less than 60 days old. [~ctargett] I know this green
(code 'lightgreen') is not anywhere in our styleguide, but I tried both white
and orange, but felt they do not stand out. If you have another suggestion for
styling / colors, please chime in.
