I see change this wsa added for cross-region support. This issue is interesting because it's affecting the integration tests perf, but I'm not sure of the s3 env use implications. I don't see any harm in adding some caching here, and I think it's a good step for the cross-region support feature. Whether we make this feature conditional with a feature flag or by not specifying the region, I'm fine with.
