I think the `AssertCreate` is a safeguard to notify us if the create table
commit incorrectly goes into the update table path. i.e. A create table
transaction is constructed with an identifier that is already registered in the
catalog. In that case, `AssertCreate.validate` raise an exception when
validating all the requirements
