Review Comment:
My only concern with option 1 and 2 is that it seems to be something not
universally supported in all HTTP/REST frameworks. But I might be wrong. If we
agree upon an empty value that is not an empty string, then any query parameter
parser only needs to understand `key1=value1&key2=value2&...` syntax for query
parameter, that's the most conservative approach to me. Curious what others
think.
