It would be nice to update the README and BUILDING files to reflect the new
framework support and requirements. Probably can tack on the word
`experimental` if you don't want to commit general availability yet. It took
me some time to figure out what was going on as I had .NET 5 installed and not
.NET Core 3.1 so I could not build at first.
