GEODE-8460: Run SNITests Based on Docker Availability (#647)
* Remove defunct sni-test-config (moved to root)
* Create new acceptance-test folders for cpp and cli
* Move existing sni tests to acceptance-test
* Remove Skip for .NET SNITests
* Enabling tests during cmake config based on docker availability
* Update Contributing.md for new acceptance-test category.
* Cleanup per review:
* remove commented out lines
* remove duplicate truststore
* emove duplicate geode.properties
* Remove uneccessary file copy of certs
