Wait. Take #introduction for instance, where we absolutely expect that
strangers can hop in and get a response, and this works without somebody
being online 24/7 or working through a huge backlog every day. It works
*because* we're distributed across the world and can collaboratively answer
questions, ping those with knowledge so they can respond when they come
online, etc..

Reality doesn't work like that. There's no way those making a decision will
always take into account everything from the start and write it all down.
It seems absolutely reasonable for people to have (potentially unforeseen)
concerns or questions about something after it has been implemented. We can
discuss whether IRC or Bugzilla are the right place for this, but that's
beside this thread's topic.
