While that is generally the case, just because a company paid for code, does 
not always mean they own the copyright. It can depend on the employment 
contract, whether they were contractors or an unpaid intern, the country they 
are working in, and many other things.

Looking at the contributors here [1], I see some are not part of the Open 
Clovis organisation. However, I don't know their employment history with Open 
Clovis. Your initial committer list includes all Open Clovis people except one 
- Thang Bui; their LinkedIn employment history doesn’t list them as working for 
Open Clovis. The proposal lists 17 people who have contributed to the project 4 
more than listed in that repo. So it seems there is a little missing 
information here.

GPL code is not allowed to be included in an ASF product. To change the 
license, you need permission from all of the copyright owners. Without 
documentation of that, it may be a little difficult to accept the project into 
the Incubator.
