This is not uncommon, at least for filtering the initial PPMC members at the point of graduation. Obviously it should be the PPMC who decides this in a regular consensus.
What would be unusual (and perhaps controversial) is using the graduation for "removing" PPMC members who had been voted in during incubation, however it is not uncommon for PMC members to step down on their own initiative.
