The sync script *must* ensure that renames and deletes are reflected in SVN
otherwise it is not doing its job.
One day, there will be a project that comes out of the Attic, and people wonder
why the banner is not disabled when the flag file is removed.
Having a sync that works most of the time is worse than not having one at all,
because the rare cases are generally the ones that give trouble, precisely
because they are rare and therefore not generally known.
