for Whimsy, looking at code, we can have it read from
https://svn.apache.org/repos/asf/attic/site/docs/projects instead of
https://svn.apache.org/repos/asf/attic/site/xdocs/projects
this will limit the impact and drop constraints between steps
the key tied steps will remain Git RW branch creation and buildbot update to
read and build from this branch and commit to svn docs: looks the smallest set
of related actions, cannot decouple
