Once we get on to the process of modernizing the site generation in git, then (depending on how that turns out) decide where/how to maintain these two sets of flags. That may mean changing their location and where the two banner processes pick them up from (git or svn & the location). I could see a scenario where one data file is added for a retired project, including indicating whether theres a cwiki and something like Jekyll generating the flags and html page for a project.
