Most websites are either Git-only or SVN-only, so that would leave Attic with a non-standard configuration which is likely to be harder to maintain. If the plan is to eventually move the generated site to Git, then why move the cwiki files now when they will have to be moved again later? I think it would make more sense to move the files to somewhere like https://svn.apache.org/repos/asf/attic/cwiki_retired where they can stay forever.
