No. It is not vsetvl bug.
For vle32.v and vse32.v which only demands ratio of SEW/LMUL, that is,
all vsetvli with ratio = 4 (32/8) are all ok for them in the case you shows.
right vtype: e8m2, e16m4, e32m8.
Currently we default pick e8m2 instead of e16m4 and e32m8 when they are both ok
for demand ratio.
