in my first message I said that I would propose .BR instead of .PTB .
mkeyb usese BR and BX
keyb
xkeyb uses BR850.key, BR274.key, 274437.key, br275.key
keyb uses BR and BR274
so why not giving br to Brazil instead of PTB? I have no idea.

I believe the original issue is that Portuguese and Brazilian
Portuguese are different language variations. I know code page 860 is
Portuguese. Is there a different code page for Brazilian Portuguese?
According to the documentation, several, depending also on the keyboard layout:
