Just my opinion: TVision would be fine, it produde a nice TUI. Devellop with BC31 because it has a *very* good IDE and debuging tools, and then recompile the distribution version with openwatcom because it is 100% free.

Now if you don't use C/C++ and want Pascal, you can ask Aitor. There is almost the equivalent: devellop with TP and then compile with FreePAscal or something like that. There is even a similar to TV in pascal.
