We've tested a Drupal module (http://drupal.org/project/oai_pmh) that imports 
collection metadata from OAI-PMH compliant repositories, and it works well 
enough, but it still puts us in the same but as you with no bitstreams.
We're talking to the company that built the OAI-PMH module about developing 
something for OAI-ORE that will get us the bitstreams (or bitstream links) 
while leaving the master files (i.e. high-resolution TIFFs) in the underlying 
DSpace repository.
