I really don't see in what way, once setup, a bugzilla database would require more maintainance than the SF system. It's quite clear what the "low maintainance" of SF systems leads to..! And I think we are less dependent of anyone if we have an automatic system than otherwise. A system such as bugzilla can address everyone's needs (including Keith's and Jens'). Taking for example what is done in Gentoo linux: there is a default bug owner which is actually a mailing list. So every bug report and comments are received by every developer list, until someone reclaims ownership and removes the default owner. Basically is just like another mailing list, with the difference that the bugs get into a database. While you see bugzilla and debian bt system being succesfully used in big projects, I don't know of any project making real use of the SF bt system. Another thing that is very nice with bugzilla is that it can remember us, so you don't need to always login(!)... IMHO, if someone is serious in respect with a bug tracking system it should setup one that suits the DRI project need. And that work could be even used to bootstrap a XFree86 bugtracking system. Put a poor soul in charge with the SF system is just digging deeper...
