As to stating that the copyrighted material has a zero dollar value
you'd need to get agreement from _all_ current copyright holders
and/or
a judgement by a court of law (which would probably be reticent to
make
such a statement due to the common law doctrine of equity). So for
all
authors to state the value of their contribution is zero has in
effect a
very similar administrative burden. One other out would be a covenant
by
the authors, but this in effect is the same as the proposed IPR. So
the
easiest, and unsurprisingly the most common, way to do this is with
an
IPR which is what is being proposed.
Let’s say it this way: all code submitted after 1st January 2020 has
zero dollar retail value and the code submitted before that date has on
the other side the ... license. The zero dollar is agreed implicitly
by writing this in some files.

So each line of code has either free license, or implicitly agreed zero
dollar retail value, so no problem.

The law doesn't work this way. You can't tell other people that their property is worthless and then distribute it without a license; it is against the law.
