Let’s say it this way: all code submitted after 1st January 2020 has
zero dollar retail value and the code submitted before that date has on
the other side the ... license.  The zero dollar is agreed implicitly
by writing this in some files.

So each line of code has either free license, or implicitly agreed zero
dollar retail value, so no problem.
