Hello,

the “IPR efforts” cause real work for hypothetical problems.  In
particular for problems, which have not existed so far and the real
work is imposed to be done by those, who do not have the hypothetical
problems.

By willingly submitting changes to open source software, the submitter
acknowledges implicitly that the submitted changes will be distributed,
as the rest of the remaing code and under the same conditions.

Pretending for copyrights after the submission is ill-founded and abuse
of “life simplicity”, by making life unnecessary complex to many
people.  The purpose of the copyright is to protect ... art.  Lets say
if one publishes art, nobody is allowed to copy on its own the art in
such a way, that the initial publisher suffers (financial) damages.  

Forcing submitters to do more explicit work for legal reasons, is in
the category “law runs/ends in itself” (law serves self-purpose; the
purpose of law is to obey the law).  A phenomenon that appears in more
and more aspects of life.
