What about adding LANG-462? It's languished for nearly a year. The concerns stated in the issue activity are about it not being baked enough. It won't get baked unless people actually use it, which indicates it needs to be released so that it can be used. This is entirely new code, with no other class dependent upon it, so there won't be any backward compatibility issues with Apache code. Since it implements a JDK interface, the interface will probably not change.
