This list is mainly for technical related matters of cryptography in relation to Mozilla software, the dev.security.policy is for policy, CA reviews and related matters. Nobody suggested that PKI can't be discussed at one of Mozilla's lists. We've done that many times and this is not a first. However it should be somehow related to what Mozilla does.

In the part you snipped, he did discuss using PKI signing of email at the originating party's ISP's SMTP server, which does require mail clients to be able to check, right? RFC4871
