It appears that http://forums.debian.net redirects to https://forums.debian.net/, but https://forums.debian.net/ is non responsive. It is likely that the redirect is in the Apache conf file. It is most likely something wrong with the database server and the forum software (PHP coded?) is hanging on a database connection or something like that.
