I found on github a package "minster" which plays the Westminster chime.
Sadly, the maintainer says that he no longer maintains minster, but instead converted the package to a macOS app named "Chimes". I have a spare computer which I can install Debian and devote to a Westminster chime package. Recommendations? RLH
