Well, some languages are not for sure :-)

We have to be careful when Japanese documents use bastardized English :-)   

Many Japanese "furii sofutoweaa" are just free-bear softwares.  Many
carry some restrictions beyond DFSG.  This was very evident in
1980-1998.

That is the reason why popular LHA is in non-free (Even M$ used to use
this high performance "FREE" archiver.)
