Right, that's another way to read what you wrote. Sure, I just don't think that looking through RFPs trying to find something you haven't heard of but will want to use, while not a bad idea per se, will be usually fruitless.
All in all, I have a moderately strong opinion that the only good idea for a new contributor to create and maintain a package in Debian (not counting cases where e.g. their employer is paying them for this work) is when they were planning in advance to use that software on a Debian system and they didn't write that software themselves.
