I'm no salsa expert but I don't think this is correct: I'm pretty sure
I never went to all 4000 pkg-perl repos and messed with notification
settings in each of them, so I must have turned a knob in my general
settings once after salsa became a thing.
As far as I know the debian/ namespace has a different "default" for
package repositories. Other groups get (I think) the GitLab default,
which is to do notify.
