Yes! It gives the maintainer the chance to write the joyful "Closes: #nnnn" into the changelog and to feel joy receiving the messages after upload. I gave that packaging a try about a decade ago and pulled back from that idea after having bad experience with vzlogger's upstream. If I remember correctly there didn't understand some of the needs a distribution has, for example a working build system and a release concept.
