By default, Salsa does not notify anyone of MRs.  A package maintainer needs to 
go to 
each Salsa repository and change their notification settings if they want to 
receive 
notifications about MRs.  Many package maintainers don’t even know they need to 
do that.  
And, in the case of someone who maintains a lot of packages, it is easy to 
forget to do it 
for one repository.

Bug reports, on the other hand, email the package maintainers automatically.

The bigger problem is probably that the above isn’t obvious to someone who is 
contributing to Debian for the first time.
