Ok, I see it, the debian/patches/debian-changes-1:4.7.3-2 which was
generated by the "3.0" format automatically in previous cycles, but not
used in any way because the package was NMUd as *-1.1

I've handled the #515489 separately by sending proper BTS manipulation
commands.

I'm proposing the following NMU. Let me know what else is needed:

    xpilot-ng (1:4.7.3-1.2) unstable; urgency=low

      [ Jari Aalto ]
      * Non-maintainer upload.
      * debian/copyright
        - (1:4.7.3-1.1 entries): Delete bogus Closes line for
          #515489. Delete bogus Build-Depends message.

        - Delete file. Never used (old experimental relict).
